Foreign Office to War Office.
Foreign Office, September 2, 1909. WITH reference to your letter of the 3rd July last and to my reply of the 10th July on the subject of the proposal to raise the reserve food supply held at Peking for the legation guard from a three months' to a six months' basis, I am directed by Secretary Sir F. Grey to transmit to you herewith, to be laid before the Army Council, copy of a despatch which has been received from His Majesty's Minister at Peking, in which he concurs in Colonel Anderson's opinion that the increase is a reasonable precaution, and would provide the necessary margin of safety. In these circumstances, I am to inform you that Sir E. Grey considers it desirable that the additional stores of food should be placed in Peking, and agrees that the cost of any loss due to deterioration and of rations when issued to the legation staff and refugees in case of emergency shall be borne by this department.
